After hitting lows in 2006 and 2007, Medicaid spending and enrollment increased in 2008 and both are expected to surge in 2009 as a new Presidential administration takes the helm. When economic crises hit, history proves that Medicaid and other government funded health programs expand, meaning state health and human services will see increases in federal funding.
